In a shared hosting environment all the CPU and RAM is shared across all the domains on the server.  This means that sometimes Your site will be slower and sometimes it will be lightning fast depending on many factors such as how many other current process are running.  If You need more resources specifically to Your website(s) then You may wish to consider upgrading to a better shared plan (such as Silver or Gold) or upgrade to a dedicated server with all resources dedicated only to You!

That depends on the service in question.  Typically when a company offer's something "Unlimited" there are most always stipulations in place to safeguard the infrastructure from security issues and to ensure quality of the service.  For example a lot of companies that offer "Unlimited" data transfer will limit the speed of the transfer to the minimum speed once You hit a certain amount of resources used.  At Cyrus Hosting Service's we don't limit Your resources as long as they are within Your chosen plan and do not cause negative affects on other user's.
